One of the safety universities that I am applying to is Tulane University. I am planning on taking the ACT in a couple of weeks, and my current score is 30 (32 English, 27 Math, 32 Reading, 27 Science, 10 Essay). Should I wait until I have finished my October ACT (I am anticipating a better score) or is it okay to go ahead and send this score?

I would go ahead and send it. If Tulane accepts you early and offers you a merit scholarship, and then you get a new score that is much higher, like 32+, you can ask them to review the scholarship for a higher one. Then you will have the information you need to make an informed decision when you have all your acceptances and financial aid packages.
