Should I...

Should I send both scores in if my April ACT's essay score is one point higher than my June ACT's?

April ACT: Composite 28

June ACT: Composite 33

No, I wouldn't.

No, that would be totally insane. Not to sound rude, but seriously, do you think that one essay point equals 5 composite points? NO!

Oh..alright thank you.

What about me with

C= 28
Essay: 10

C=30
Essay: 9

(im retaking anyways, but if i get a Comp 32-33 and Essay 8) Which of the 3 should i send?

Send your highest comp. period.

If I already sent one report to a college, and I did poorly on it (30) and then I got a 34 and send that to them, will they just throw away the lower one? or will they look at both of them?

BTW, nobody cares about or probably even looks at the essay.

Send them the 34 and forget about it.

Yeah, but I already sent them a 30. Will they just throw that away? Maybe I should write them an amusing letter asking them to deposit it into the nearest recycling receptacle.

just like with the SAT, they will regard the highest score. i wouldnt write them a letter. a 30 is still a good score so they wont look down on you because of it
