Significant Letter?

So I got an email from Carnegie Mellon, telling me that they'd waive my application fee if I applied. Specifically, this is what it said:

"Your application for the 2007 Program for Diversity indicates you are a serious student. We applaud you for wanting to expand and strengthen your educational background.

While this letter is not an offer of admission, based on your interest in our summer programs you have the background needed to be a successful freshman applicant. We therefore invite you to submit an application for the fall 2008 freshman class. Recognizing your interest in Carnegie Mellon, no fee will be required when submitting the fall 2008 freshman application."

So...does this mean anything, "chances" wise? (btw, I applied to "Programs for Diversity", but got wait listed)

They think that your SAT/ACT scores are good enough to recruit (they obtained them from the CB/ACT) and they're waiving the app fee to try to get you to apply. It may help, but it's usually indicative of high test scores- they try to raise the average and get serious students interested.

Of course, you still have to pay for score reports, but those aren't too bad ($10). I recieved a similar email from Brandeis (results in 6 weeks, no app fee, "you're elite"). I'm seriously considering it...
