<p>Midwestern State in Texas fits the bill though. Member of the Council of Public Liberal Arts College. 7K per year (only 1K more than in-state).</p>

<p>Yes but for out of state, as the OP mentioned, the total per semester is about 8200, resulting in a total per year of about 16400, quite a bit more than the 10000 cited by the OP. I understand that the table says 'per academic year' at the end, but that includes room and board, which the OP didn't include.</p>

<p>With room and board, it's 24K per year for OOS.</p>
