<p>I'll most likely be moving there, to Hangzhou sometime soon in the coming months.</p>
<p>My daughter is in Beijing for a semester and we have been using Skype with video cameras to speak to her. We have not paid anything - it is free. My husband and daughter downloaded it right before she left - it only took about 5 or 10 minutes to set up. It works fine - we tried it between our computers at home and it works the same in China as here. The fact that she is in China doesn't seem to have anything to do with using Skype.</p>
<p>EDIT - I see you are asking a different question - I don't know about using Skype to call phones who are not on Skype. I guess there is a fee for that.</p>
<p>My husband travels to China (large cities and rural areas) often and we always use Skype to keep in touch. It's free and works very well. We also use Skype to call regular phone lines overseas. You need to set up an account with them to do this, but the rates beat any phone card or long distance company we've ever found. That is some great promotion...go for it! We've never had any problems with the service or reception, although when I was in England and tried to call my bank, the bank would not accept a call from Skype on it's regular phone line...only time that has happened to us though.</p>
<p>My daughter is in China and calls us through Skype. She talks through her macbook but we talk on our phone. It's something like 3 cents a minute. I think she bought $10 worth of minutes. We tried using the webcam and a headset on our end but it there was a lag problem and it was just easier on the phone.</p>
