smith transfer, what shall I do?

<p>Hi,
I applied to Smith College for 2014 fall but was rejected. However, I still like this school and I am currently thinking about reapply it as a transfer student. My GPA at high school so far is 3.76, weighted, and my SAT score is 1960, which is a big weakness. Also I am an international student, which i believe increases difficulty of being admitted. I really need advice on several questions.
1: when shall I apply it again? I wish I could transfer after freshman or during freshman( I am not sure if this is practical) and still Majored in international relation and political science.
2: What shall I do in my freshman year to make sure this is a valid choice? how many credits shall I earn and what kind of courses shall I take?
3:Do i need to retake my SAT again if I want to transfer during freshman? My SAT subject scores are good, but SAT is really low. Is SAT score a critical element for freshman transfer? </p>
