In one of my previous threads, I was considering it, because I wanted to go a school with more EC's & AP classes (my school has two). My parents agreed, although I don't know if they're any good public schools that I can just apply to in the middle of the year (I'm a sophomore). Do you guys think I can still apply now?

Depends on when the schools close admission and wher you live. Some schools have closed admission before the start of the year, and others are more open to transfers in mid-year. You might be able to join another school at the semester break, but otherwise you will probably have to wait.

Do you have to apply to public schools? Can't you just register for one? I'm sure some schools let you join mid year. At all of the schools I've been to we've always had people come at varying times during the year.

I can register for one, yes -- although, I hope it isn't such a tedious process, otherwise my parents might change their minds. If they do, I'll do it all myself.

I guess California (or at least Silicon Valley) public schools are different, as students can't go to just any hs they want. They have to live in a school's attendance boundary, with a few exceptions for intra- or inter-district transfers. Your current school would lose revenue if you transfer out, so most will disallow a transfer.

I can't imagine it would be that hard to transfer, unless you were switching districts or trying to get into a special magnet school. Otherwise it shouldn't be too hard.
