I wrote my biography, trying to put in everything about the general growing-up aspects of my life, but it is around 400 words. I've seen some recommend to have no less than 600, but should I really stretch to add more? It seems like through the two other essays (and the short answers / supplements for every college) who I am clearly shines through... I guess I am just asking: will they look at a short essay and frown at its length before starting to read?

A short essay is great. Admissions officers will appreciate your brevity and are less likely to get bored while reading any fluff in your essay. Being concise is a mark of strong writing ability. If you feel that you have three solid pieces, don’t artificially make one longer-it’s not in your best interest.

the 800 is a ceiling, not a floor or a suggestion
They’re basically saying “if you go above 800, we won’t even allow to to submit it.” That’s how big of a sin that is.
400-500 is completely fine, if you wrote everything you wanted
