But would really like to go to one of these colleges.

Can you and your family afford OOS fees for these schools? For example. UC Berkley will cost you $55K/year with little to no financial aid. Also as an OOS applicant, all the California UC’s require a minimum 3.4 GPA to apply. Calculate your UC GPA using only AP/IB classes for the extra honors points and make sure you have all a-g course requirments needed.

Depends, if you have a good reason for why you have a low GPA (i.e. family problems, disability, etc.), make sure you write about it somewhere in the application. If you can get the admissions officers to sympathize, you should have a good chance at many of these schools as the rest of your stats/ECs are stellar. Harvard and Chicago are of course huge reaches, and Berkeley focuses a lot on GPA (especially for OOS admissions which are much more competitive) so that’s unlikely, but you should have a good chance at the rest, especially NYU and PSU.
