some questions...

if my laptop has a tv tuner card in it, does that mean i can connect my cpu to the cable in the dorm room and watch tv off it?

and... is it possible to connect your xbox360/other consoles to the internet in a dorm room, and is that allowed?

Never actually seen a TV tuner card, but I assume that's what it's for. Actually, nevermind, my roommate had one, and yes, that's what you use it for. I have a multi-function LCD monitor, so I just used it as my television.

Given that at least 3 nights a week I had to put up with my hallmates yelling at each other down the hall while playing Halo ("F*** you, you crouching little b*****!"), it's definitely possible and allowed. Each double room has one active ethernet port in the wall (there are two there, but only one works), and you rent out a 3-port hub for the year. So you could easily each have a port for your computers and one for XoBXisHUEGLOL, or whatever you please.
