I’m currently a sophomore at University of Texas . i had bad two years of university because of sickness and financial stability. i wanted to start all over, but i don’t think my university offers anything like academic bankruptcy. I want to apply to a community college and take about 28 credit hours in the next two semesters and apply to another University as a Transfer and leave all my record of my first university behind. Will that cause any problems for me? if i just left any previous universities attended empty on my future applications, can i start all over? and if there is any other way please tell?

You have to list all the colleges you attended on transfer applications. There’s a clearinghouse colleges check that will show them all, so you can’t hide them.
Go talk to your advisor and see if you can retake any classes you failed and have the grades replaced. How bad is your GPA? Are you on academic probation? You could retake courses at a cc then use that transcript on tranfer apps to show an improvement over your first college. But definitely talk to your advisor and discuss your options.
You can start fresh in your mind only. So you might as well stay where you are if you are able financially and start improving your record and get through your program. Graduating is the end game here, not starting over. Turning it around where you are as just as valuable and will save time. Go see an advisor as mentioned above and get help.
Anyway, it is not allowed-- to do what you want. You must send all transcripts and there are ways to check and Student Clearinghouse is one. Getting federal aid previously is another. If you do not report all colleges then you will be submitting a fraudulent application which will just make things worse when you are found out. Now some schools do allow you to transfer and the transfer gpa doesn’t come with you.

Your GPA will follow you. So starting at a new school will not “erase” your GPA.
The first thing you need to do is get your health issues taken care of.
then figure out how the finances will work out.
I am not sure how it will work out to go to CC at this time…you have already taken 2 years of courses. The CC course would generally be like your freshman/sophomore years. The classes in your major would need to be taken at a 4 year school…and most 4 year school require that 60 credits be taken at their school.
Actually, the GPA does not “follow”. The student’s GPA does not transfer from University A to University B, becaus eUniversity B grants the degree and wants to “verify” the worth of each grade. However, the transcript does follow the student and the clearinghouse ensures students aren’t trying to “hide” bad grades.
OP: retake some of the classes where you got bad grades - grade replacement will help your transcript. lan to start this Summer (session A and B). Then attend a community college to make up the gen eds you didn’t get, figure out what you’d like to major in, and take classes for a year - preferably at a college on quarters, so that you have two quarters’ grades worth when you apply for a transfer, rather than just 1 semester. Your grade repair/replacement will help your current GPA and the Community College classes will show you’re serious about turning your academics around.
