<p>If your thread were titled "Highest ranking undergraduate-level university in each state" I'd have no comment. UF is currently the highest ranking (per US News) ug program in Florida. However, the loaded term "flagship" is essentially undefined, except by some esteemed academics like Dr. Berdahl of Berkeley, who has the best definition of what a flagship university is of any I've read. He addresses the history and time-tested influence of the various universities, not just current rankings pulled from rather arbitrary magazine lists, which are mostly intended to sell more magazines.</p>
<p>Berdahl's analysis approaches the long-term character and value of a university to the state that supports it. It goes beyond trendy ratings that are almost always disputed by professionals in education and looks at establishment, history and maturity.</p>
<p>Given this, it would be impossible to overlook FSU because Florida State has the richest and deepest history of any university in Florida and is in fact part of the marrow of higher education going back to before Florida was a state of the Union.</p>
