<p>Yes, regarding FSU I am saying exactly that - it must be added.</p>

<p>If your thread were titled "Highest ranking undergraduate-level university in each state" I'd have no comment. UF is currently the highest ranking (per US News) ug program in Florida. However, the loaded term "flagship" is essentially undefined, except by some esteemed academics like Dr. Berdahl of Berkeley, who has the best definition of what a flagship university is of any I've read. He addresses the history and time-tested influence of the various universities, not just current rankings pulled from rather arbitrary magazine lists, which are mostly intended to sell more magazines.</p>

<p>Berdahl's analysis approaches the long-term character and value of a university to the state that supports it. It goes beyond trendy ratings that are almost always disputed by professionals in education and looks at establishment, history and maturity.</p>

<p>Given this, it would be impossible to overlook FSU because Florida State has the richest and deepest history of any university in Florida and is in fact part of the marrow of higher education going back to before Florida was a state of the Union.</p>

<p>If you go with the original requirements, UCLA and UCB get the same funding (UCLA might get a bit more), have close to the same selectivity, and both use holistic admissions, versus the rest of the UCs which have more stats based admission policy. Though if we are going by popularity, UCLA receives more applications than UCB, or heck, I believe last year they received more applications than any other University. And though students have been rejected at UCLA yet accepted at Berkeley, I think in general people do believe UCB is the better school by a hair. So you can call UCB the flag ship if you want. But when UCLA is ranked 3rd in public Universities, above the vast majority of flagship universities, the designation means less than you would think.</p>

<p>I appreciate the back-and-forth about the definitional issues. I am leaning toward resolving doubtful cases by making the list more inclusive, which would put Florida State on the list, for example, and leave UCLA there. But please tell me if this idea is out to lunch. :)</p>

<p>I think I would be inclined to add Michigan State University to Michigan's list of flagship publics. Hard to ignore a land grant institution that large and it has many very good programs.</p>

<p>As far as general undergraduate studies are concerned, I'd consider Michigan State University the best of the best, right below Kalamazoo College, thanks to its variety of undergraduate residential colleges and well-ranked programs.</p>

<p>For an engineer, business, and economics student, UMich is the obvious choice, but otherwise, MSU is the way to go in my opinion.</p>

<p>If being a large state school with many very good programs is all it takes to be called a "flagship," then California has a lot of flagships, I'd say at least UCB, UCLA, UCSD, UCD, UCSB, UCI, San Diego State, Long Beach State, CSU Fullerton, San Jose State, San Francisco State, Cal Poly Pomona, and Cal Poly SLO all fit that definition. That's at least 13 flagships and maybe several others could be included too.</p>

<p>Missouri: Everyone in Columbia will be relieved to see that that Mizzou is still considered the flagship campus! Since the mid-60s it has been known as University of Missouri-Columbia, although it had always been known simply as University of Missouri prior to that. There is now a serious move afoot to return to the original designation because some fear that sticking the city's name on makes the Columbia campus seem like one among four equals (St. Louis, Kansas City and Rolla have what we call "branch" campuses.)</p>

<p>Regarding land-grant status and its relevance to the flagship designation: the University of Missouri is a land-grant institution. In the southwest corner of Missouri is a state institution now known as Missouri State University (it got that name just last year), It is not a land-grant institution.</p>

<p>Regarding specialty programs and professional schools and their relevance: the largest undergraduate engineering program is not in Columbia, but in Rolla. That branch of the University of Missouri has been renamed as Missouri University for Science and Technology. The dental school is in Kansas City, part of the Univ. of MO-Kansas City. </p>

<p>Regarding student stats and its relevance: for several years, a small public university in northern Missouri, Truman State University (not part of the University of Missouri system) has had freshman classes with better stats than Mizzou. </p>

<p>What Mizzou has is the largest graduate school, most of the professional schools (medical, law, veterinary), most of the external research funding, the widest variety of undergraduate programs. And the Division I sports programs.</p>

<p>The day anyone suggests that the Columbia campus is not The Flagship is the day about half of the faculty dust off their resumes and prepare to move on.</p>

<p>Yeah, in California the state government, when doling out budgets, considers the University of California system it's flagship university. (Way not to pick sides, I kinda like it.) And the Cal State system was meant to only offer up to baccalaurate or masters programs. Though I believe San Diego State does offer doctorates in education and a few joint doctorates in conjunction with UCSD. But this is why you don't see the Cal Poly campuses show up on the top schools list, they aren't meant to offer doctoral degrees. So, the big question, does a flagship have to offer doctoral degrees?</p>

<p>William & Mary is an outstanding school, but to me it is more of a liberal arts college on steroids than a true flagship research university. The graduate programs at W&M are limited in scope, with only a handful of PhD programs offered. Moreover, we are talking about a university with fewer than 6,000 undergraduates, one-third of whom are from outside of Virginia. I have a hard time labeling an institution with around 4,000 Virginian undergrads as one of the state's (oops, I mean "commonwealth's") flagship universities, no matter how well qualified its students are. </p>

<p>Regarding UCLA funding, I would say that a truly level comparison with Berkeley would necessitate taking out the medical school money (a significant chunk) from the former. Though I am starting to be swayed by arguments in favor of UCLA being listed as a 2nd flagship.</p>

<p>It's true that in the states with 2 major universities, one is often slanted towards engineering and agriculture, and the other is more liberal arts, medicine, law, etc. The problem with Michigan State is that its engineering programs aren't anywhere near as good as U of Michigan's...leaving it only agriculture (and the School of Education) to boast about. U of Michigan is clearly the flagship of Michigan.</p>

<p>How about U of Pittsburgh vs. Penn State?</p>

<p>Miami (Ohio) and William and Mary are similar in that they are perhaps the only 2 non-flagships that offer better undergrad educations than their flagships (agrument ensues).</p>
