For children who attend an out-of-state boarding school, are they considered residents of the state where their parents live for college application and tuition purposes?

Yes…you are considered a resident of the state in which your parents residence for instate tuition (and sometimes admissions) purposes.
ETA…but for NMS purposes, I believe you are considered in the state in which your school is located. Perhaps @sybbie719 knows for sure.

You are considered a resident of the state in which your parents reside for in-state tuition. For admissions classification, you are considered a resident of the state in which your parents reside. However, your application is read by the admissions officer that handles the area in which the boarding school is located, and is evaluated in that context.
