Which state schools are ok for out of staters to apply?
Anyone can apply to any OOS school. You just pay the OOS tuition.
OOS undergrad or OOS med schools?
For OOS public med schools, consult the MSAR which lists the percentage of OOS student matriculating as well as # of OOS applicants.

UVM (68% OOS), Michigan (60% OOS), Penn State* (60% OOS), Pitt* (60% OOS), Temple* (55% OOS), North Dakota (45% OOS), Ohio State (45% OOS), UWV (42% OOS–but only if you live in adjacent states), USF (40% OOS), UM-KC (40% OOS), Iowa (35% OOS), Wayne State (35% OOS–preference given to Canadians and residents of adjacent states), Iowa (35% OOS), South Carolina-Greenville (34% OOS–but mind the mission!).
*Not true public med schools, but public-private hybrids.
Please note that the expectations/stats/missions of these schools vary enormously. The student who would be a great candidate at Michigan or OSU wouldn’t get a second look at Greenville or North Dakota and vice versa.

NY state schools seem to be relatively bias free - generally speaking, OOS state schools aren’t worth it
iwannabe_brown why do you say that? Is it because the cost of OOS schools is too high or is there another reason?
Odds of admission too low - the OOS students they take are typically the ones who could go anywhere they want anyway and are choosing specific OOS schools for specific reasons.
