<p>What/where is the enclosure I refer to? Also, exactly which documents can I use to verify that my parent continued to maintain ties to Cali?</p>

<p>They want to see that your parents thought of themselves as Cal residents while away, thus proof includes things like: evidence car reg and drivers licenses continued to be Cal with a california address, that they filed California income tax returns as residents during those years, that their voter registration remains in California, that they have not put another state as their permanent mailing address on any account or form. </p>
<p>As you can see, it is not a fixed form to fill out, it is a matter of sending evidence that California remained in their hearts and records as their residency in spite of the time away. The more records that support your case, the better. </p>
<p>If a search can find proof that they have acted as if another state was their home, such as surrendering Cal drivers licenses or not filing taxes in state, then your status will switch back to nonresident.</p>

<p>well, if you have the majority of those items, my guess is you are golden. They don’t require everything, those are all examples of proof. The more you submit, the more compelling is your claim, IMO.</p>
