Submitting The Common Application

<p>So I've finished my Common Application and I've assigned my counselor as a recommender, but he hasn't done my school report.</p>

<p>Is it okay to submit the application without that being done?
It's allowing me to submit it so I'm kind of confused.</p>

<p>Your application wont be consider complete until the college has all required materials including the school report.</p>
