I am choosing Canadian colleges right now, and wanted to ask what would you suggest.
I am international student, can pay up to 20K usd per year. The city really doesn’t matter(can be really cold one).
I am not IB student, 11 years of studies in Russian( till high school in Moscow,HS in Baku), senior year in English(got scholarship to study in US).
Stats : IELTS 7.5, SAT 1470, Math 2 720.
Intended major: International Affairs(first choice) or International Law.
ECs are pretty good and related to my intended major.

That is going to be the main issue.
If you were a Canadian citizen or permanent resident then any university in Canada would be less than this. If you were a citizen of France then anything in Quebec would be less than this. Otherwise you might get close at many schools but getting costs down to US$20k per year will be tight.
The big name schools such as McGill and Toronto will be significantly more than $20k per year. Quite a few such as Dalhousie, Concordia, Saskatchewan, Manitoba, Simon Frasier or U.Victoria would be close, but probably still a bit over. The only Canadian school that I am pretty sure will be less than US$20k per year total cost for an international student is Memorial University of Newfoundland. I have to admit that Newfoundland is the only province that I have never visited so I don’t know all that much about it although I have heard that it is a good university.
