I'm a white female living in Switzerland.

I want to major in International Relations.

I want a big school (no less than 5000, but preferably over 10'000) in an urban setting, or very close to a big city on the East Cost or Northeast.

I am bilingual (french - english) and nearly fluent in a third (german).

I am in the top 15% of my very difficult school.

My SAT scores : (retaking in november)

M : 580 (should get about 650 next time)
W : 690 (should get about 720)
CR : 710 (should get about 750)

My SAT II scores : (retaking in december)

French : 800
Math : 640 (should get about 700)
World History : 580 (should get about 700)

I have strong ECs. Humanitarian aid work in Africa, work with the United Nations, Student United Nations member etc.

My school has a failure rate of 70%.
This does NOT mean the school is bad. Quite the contrary. In Switzerland if you fail ONE subject you have to retake the entire year.
This statistic means that only 30% of people finish high school in 4 years because the school is so difficult (hard to understand but this is how Swiss schools function).

APs are not offered at my school, however, the Swiss school system is known to be one of the toughest in the world.

What schools do you think I should consider? Any suggestions would be much appreciated. Safeties, matches, reaches...
