How popular is summer session at MIT? By that I mean, on the whole how many people will stay over the summer (both for classes and regardless of)?

Does Pass/NC still apply for post-freshman summer?

There aren't that many classes offered during the summer at MIT, and most of the classes I know of that are offered are math classes (18.02, 18.03, 18.06). Not a huge number of people stay to take classes, mostly because you have to pay tuition; most of the people who stay are either trying to get ahead in their math sequence or failed one of their math classes in the spring. A/B/C/no record would not apply for the post-freshman summer.

If you're interested in taking classes over the summer, the more popular option is to live in the MIT dorms and take classes either at BU or Harvard, since they both offer a wider range of summer class options.

A lot of people do stay at MIT for the summer, though -- working at UROPs or internships in the Boston area. About a quarter of my dorm stays for the summer. I'm not sure if we're atypical, but that sounds about right to me (perhaps a little low).
