When colleges superscore, do they round up? For example, my superscored ACT is 32.5, would that be 32 or 33?

You need to make sure that the schools you’re interested in superscore the ACT. Many only superscore the SAT

Colleges usually round up (at least with the 0.5).
After speaking with admissions officers, I am confidant most schools opt to round up. It still may be unique to institution. Also the link given is incomplete, so make sure you google you schools to see if they actually superscore.
