I am thinking about applying to Syracuse University because I like that it's a well respected university but the visual arts college is modeled after traditional art colleges, with a foundation year, and it has specific art majors such as illustration. If I decide to go to a regular university instead of an art school, I would like it to be a program similar to this. Does anyone know of any other major universities that have art programs like this?

docrobers, there are many, many good ones. It would help to know what aspect of art or design you are most interested in.

Universities with strong art or design programs are: Some LACS for fine arts only, Skidmore, UCLA, University of Cincinnati, Brown in conjunection with RISD, Upenn in conjunction withPAFA, Tufts in conjunection with Museum School for Fine art only, Wash U, U of Wisconsin, University of New Mexico , especially for fine art, RIT, Towson University. This should get you started.
