I was reading one of the threads that was stickied, and it said that TA's can write rec letters sometimes because Lecture classes are so huge professors can't really get to know their students. Is there any truth to this? Could I honestly ask my TA to write my letter?

Yes, the LOR is from an ‘instructor’, which includes profs and TAs. It’s better to have a strong LOR from a TA than a weak one from a prof.

Ok, thank you. Also, for the transfer process do we have to get a counselor rec also? Also, how do we know how many recs we need for a college, does it say in “College Details”? because I can’t tell if that’s for first year applicants or for everyone

You don’t get a GC rec for transfers*, rather your school fills out a College Officials form which states that you are in good standing, lists courses, gpa, evaluation, etc. Don’t worry about the evaluation & rating, colleges know that the people who fill out the form usually don’t know the student well and it is a formality. The person who fills out this form varies from school to school, sometimes it’s the Dean of the College, other times your counselor, and some schools are very prickly and give students the run around about who is responsible for it.

Each college website usually has a separate description of requirements for transfer applicants where they say how many LORs are needed. If they don’t give the school a call.

*Please see correction below.

What I meant by counselor was with regards to high school, when I clicked on School Forms on the common app it said the high school one should be filled out by my counselor. I thought I would just have to send my high school transcript

Sorry, I was in too much of a hurry when I replied above, you DO have to turn in a SSR from your HS GC. Your HS should be able to just submit the one they did for fr admissions.
