<p>Yes,but you might not receive FInancial Aid. The scholarship is awarded to only 6-7 Indians every year.</p>

You are eligible for it while applying as a freshman ( I am not sure about transfers). Third Year and 4th year students do not get the scholarship,unless they applied for it and secured the same in their freshmen year.
So, every year, 6-7 scholars graduate out of Cornell, and they are replaced by the new Freshmen scholars.</p>

<p>As a freshman you won’t be eligible for 20 scholarships, only those that are open that year which translates to 5 or 6. The other 15 are most likely taken by people in sophomore, junior and senior year students who have already received it during their freshman year. The freshmen are not competing for those spots.</p>
<p>As a current Tata scholar myself, I can tell you that the number of freshman scholarships is not strictly 5-6. Scholarships are offered to around 10-11 students. Usually 6 or 7 accept. This year (Class of 2017 admissions) we had a record number accept the offer (10 I think). Next year, they plan to return to the 5-7 freshman scholars. I don’t know if this means they’ll have a less number of scholarships offered.</p>
<p>Edit: Cornell definitely has financial aid other than this scholarship, by the way. You’ll probably get whatever aid you need.</p>

<p>There is a specific pool of money each year that will come out of the endowment, lets say 1.2 million dollars which can support 20 people.</p>
<p>If there are 15 people today spending 900,000 and 300,000 is available for more students, they can afford 5 more.</p>
<p>They can offer it 20 people and give them all 15k each (ask them to come with rest), they can offer it to 10 at 30k or offer it to 5 at 60k.</p>
<p>If all 10 accept and they are paying 600k instead of 300k that is available, what it will mean is they have none to offer next year because there is no money available.</p>
<p>They are essentially playing the yield game if they have 5 and offer to 10.</p>
