says I have to apply for financial aid to be eligible for the Tata Scholarship. Problem is, I don't want to apply for fin. aid, because I don't want to reduce my chance of getting in. But scholarships are merit-based, so why should fin. aid come into play here in the first place?

And then there’s this…
Q: Does Cornell offer any scholarships?

A: Financial awards are all based on demonstrated financial need only. Cornell offers no athletic scholarships. All Cornell scholarships that reward grades, leadership ability, or other special academic talents are need-based.

So that would imply that the Tata Scholarship is not a scholarship.

Hmm. So how exactly does this work? If I apply for need-based aid, then as an Indian student I’ll be eligible for both institutional aid and the Tata scholarship? If I don’t get the Tata scholarship and am considered for normal aid, does that reduce my chance of getting in (I think it does)? Is there any way I can specify that I just want to be considered for the Tata scholarship?

Cornell has NEED BLIND admissions - all decisions are not based off of financial need, in fact I think the financial aid status is not known to the admission counselors who judge the applications

Q: Is financial aid offered to international students?

A: Cornell University is pleased to provide financial aid to students who are not citizens of the United States. Financial aid for international students is made available from university funds as well as from scholarships that include (but are not limited to) the Cornell Club of Hong Kong Scholarship, the Robert and Wendy Purcell Scholarship for students from the Philippines and Thailand, and the Tata Scholarship for students from India. To apply for international financial aid, you should submit the Cornell University International Financial Aid Application and the College Scholarship Service (CSS) PROFILE. Both forms should be submitted by November 1 for early decision and January 2 for regular decision. International financial aid decisions are determined after admission decisions are made. Criteria include academic excellence, geographic diversity, and potential for campus participation and/or leadership.

It just leads to the regular Fin Aid website. Does that mean that one has to send the fin aid form again and stating they want to apply for the scholarship?

No.
You should have applied for financial aid through the University when you applied for acceptance into the University.

You should have received a financial aid package back.
If you are an Indian student, then Cornell may or may not have given you money from the Tata Scholarship.

To be eligible for financial aid even one semester at Cornell you need to have applied for it in time for your application. You cannot apply for finaid after acceptance. Also, applying for finaid does not hurt your chances of admission. However, you might end up getting in, but not getting aid.

they are still choosing the winners for tha tata scholarship. If you applied for fin aid and qualify for the 4 conditions listed in the brochure, they will consider you for the tata scholarship. It is meant for “the best and brightest of Indian students.”
