Test Scores Dilemma

I'm a student with a solid academic record (4th in the class, ~3.9 unweighted gpa with maximum ap/honors courses, ECs, etc.) but I have less than stellar standardized test scores and I feel like I'm pressed on time to bring these up as I'm applying early action to several schools. Some of my reach/ideal schools include Uchicago, Northwestern, Rice, Upenn and I know admissions is intense for each of these schools so I feel that my scores should be a lot better. Here are my scores so far:
SAT I
670 CR
720 M
710 W
2100 total

SAT II
690 Biology
740 U.S. History
690 Math I

ACT(Taking it this Saturday, but my scores have ranged from 31-33)

These are some of my main concerns:
1. My combined SAT w/ writing is low as it is, but for certain schools (Uchicago in particular), it becomes even lower as they only base their scores out of 1600.
2. My SAT II's aren't that great, and my highest is history, which I'm afraid won't really make me look good if I say that I plan on studying engineering or something science-related. None of my schools are specifically for science or engineering, but would they view the history score as less important if I indicated on my application that my intended field of study concerns science?

At this point should I focus on the ACT, hope I do well and forget about the SATs? Or should I sign up for the October and November SATs in the hopes that I will be able to teach myself Math II? The registration deadlines for these test dates are quickly approaching so I don't know what tests I should sign up for. Any advice is greatly appreciated :D.

thanks for your nice sharing here

Focus on the ACT for now. Some students do better on the ACT than on the SAT, and vice versa. All of the college admissions officers in the country know that.
