Retaking SAT/ACT/SAT II's before Early Action Deadline

I've heard that Early Action applicants have a higher chance of acceptance than regular applicants.

So in response to that I plan on having all my application related materials ready to send before the deadline in Dec. (I think.).

However, the problem is my test scores. They aren't pretty, considering I didn't put much effort into them.

On my ACT (well, school proctored test), I've received a 27. I'm not happy with that score, since I could do so much better.
On my SAT II's, I've received a 720 on my Math II, 670 on Chem, and 620 Physics.
I took an SAT test, but due to my stupid mistake I filled in the answers of a section in the wrong section of the answer sheet. So I had to cancel that test.
The pressure is definitely on since ACT is tested during September, but if colleges will take either ACT or SAT tests scores, I'm considering taking the ACT and the SAT II's. I know I can do better on Math and Chem, except Physics. I didn't have a such a great teacher, and I'm not very good at forcing myself to self-teach except at the last minute.

I can only take either the SAT or SAT II's, but I'm afraid that taking the ACT will limit the number of colleges that I can apply. Aren't there some colleges that only take SAT test scores, I've heard this from my friends and I want to confirm? In addition, is the decision I'm going for the best method?
