Testing in 6 IB Courses, but not doing Extended Essay?

Hi, I'm testing in 6 International Baccalaureate classes in total. I took 2 SLs last year and I'm taking 3 HL and 1 SL this year. This would be enough tests to get the full diploma, but you also have to write the Extended Essay + CAS hours for the full diploma. The only thing I am NOT doing is the Extended Essay, and I am fine with not receiving the diploma after graduation, but I was wondering how colleges would see this?
The University of San Francisco say that if you satisfactorily complete the program you are virtually guaranteed acceptance and if you pass on 3 HL tests you are considered a sophomore. Does anyone know if they will not consider me as completing the program because I am not doing the extended essay? + how would they know?

They would not consider you as completing the program. On the School Report your counselor fills out for your application she would say that you are not a full IB diploma candidate because you didn’t do the EE.

I am an IB student, and my counselor went over all of this with my class.

You arent completing the program without an EE or a TOK.
In IB, the EE and TOK makes up 3 of the 45 marks and without either one, you cannot pass

You cant* complete the program

does not count as completing the program*
