Texan going Out-Of-State?

Hello, I’m new to this forum and I’m wondering what are my chances going out of state?

Weighted GPA: 3.7/4.0
Un-weighted: 4.76/5.0
SAT: 1400
ACT: 31
Rank: 49/642
IB Diploma:
SL Psychology - 5/7
SL Math Studies - 7/7
SL Spanish - 5/7
HL World Topics - 4/7
HL English - 7/7
HL Biology - 6/7

I understand that many Texas schools are great and all. I have already applied for schools such as Texas A&M and the University of Houston but I feel like I could get a better experience elsewhere. With TAMU’s scholarship reputation, they don’t seem to give out a lot of scholarships, and with the University of Houston, it isn’t considered really an amazingly “reputable” school. (please don’t mention UT, I despise that school)

Planned Major:
-Biotechology/Biology/Biomedical Sciences

My preferred OOS schools:
University of Washington
Rochester Institute of Technology
University of California - San Diego

Background:
-Asian
-4 in the household w/ parents working and 1 sister in college (UTD)
-estimated financial aid = $0
-Extracurricular: National Honors Society, Tennis, International Volunteer

Since financial aid is literally nothing, what’s the general ratio of (covered/total) for each school?

You’d have a shot at getting into those schools, but likely would be full pay. And this year’s application window is closed.
