What does it mean? I've been hearing that supplements are given to those on the borderline or to people with extenuating circumstances. So, the people who don't receive the supplements, are they guaranteed to be either in or out?

What I have heard is that your application is put into one of 3 piles: accepted, rejected, and borderline. The borderline students are sent a supplement because admissions wants more information in order to make a decision. Since we are speculatiing that UCLA decisions will be out on March 9 (last year was March 11) my guess is they are only working on the borderline pile right now.

It means you are in the yes pile or no pile.
