I was trying to figure out the Math Minor GPA

Apparently the Math Minor requirements

The method to figure out the Minor GPA is shown in the Student Rule Handbook 14.16

So my question is who decides which courses forms the 17 credit Minor, if the student takes more than the required courses? Is it the student or is there some policy? It seems to me the qualifying courses with the highest grades that meet the requirement would form the Minor. What do you think? Thank you
