I'm pretty new to the ACT, so I'm a bit unsure as to how to time myself on practice tests. I know that the SAT has occasional 1-5 minute breaks every 2-3 sections. Am I supposed to give myself a break in between each section? If so, for how long? Or am I just supposed to solve the whole test through without any stops? Thank you!

Since you are new to the ACT, I would only do individual sections for now. Do the English, Math, Reading, and Science sections on their own so that you can really get familiar with the test. Completely review each section and dissect the questions you get wrong so that you do not make the same mistakes on future tests. Once you get closer to the test, do full practice tests with two-minute breaks in between the sections.

Thank you for the advice, efirestorm14!
