do i have to email every college that i m eligible to have the toefl test waived? or will the colleges figure out themselves(act scores, permanent residency confirmation, assuming that i become a permanent resident)?
TOEFL isn’t about residency, it’s about language proficiency. If your schooling was done in an non-english speaking country/school and you arriving in just in time for university, you may well be asked to sit the TOEFL. If you have done secondary school in the US, you won’t be asked for TOEFL. PR/Green Card in not the key variable.
Yes. You need to ask every single college/university that you apply to about this. Each place sets its own policy, and there is no way for you to know unless you ask.
Even completing four years of high school in the US is not enough to qualify for a waiver for some colleges and universities.
