I was born in the Philippines and moved here in New York for almost 3years. Currently, I go to one of the schools here in New York. 1) Am i still classified or consider as a Foreign student? also, I comfortably speak both of my language such as English and tagalog ( filipino language ). 2) Do i stilll have to take the TOEFL exam?

Most likely you won't have to take the TOEFL. It depends on the school you're applying to. Most Schools waive the TOEFL, when you attended an English School for 4 years or score above a certain score on the SAT CR part. Better contact the schools you're applying to directly.
As for the foreign student part, you'll probably be viewed as a domestic student for admission purposes but as an international for financial aid(depends on your immigration status though).

Hmm...I'm on the same boat. I think Silence is right-each school has its own rules.
PS: I actually took TOEFL like a month ago just in case.
