does that mean that counselor have to upload their transcript and submit them 2 weeks before deadline?
or is it okay to just upload them before deadline and sent to college after deadline.

The deadline is when you have to submit your application, but the transcript can typically be sent in 1-2 weeks later

Your counselor can upload your transcript to Common App even a week or two after the deadline. The college will receive it through Common App within a day of upload.

Not sure if this helps- when I was applying to colleges on the Common App, once my guidance counselor uploaded my transcript for one college, it was uploaded for all of the other colleges on my Dashboard. If you choose to add any more colleges to your list, your transcript will automatically show up as uploaded. Your counselor will not have to go back and individually upload your transcript for every single application.
