Transfer Advice for Canadian

Hey everyone, I would really appreciate a little help here answering any/all of my questions on transferring from a Canadian University to an American one. First of all i'll provide all relevant information
School: University of Alberta
GPA 3.7
Class: Freshman
SAT: 1880 (M=610 V=670)
EC's= Tutoring, Sports,

Now to the questions:
When is the earliest I could transfer (after Freshman year, after a certain amount of credits earned, etc?)
What schools would I have an alright shot at getting into (Matches, Reaches, Safety?)
Is there any school that I could get financial aid, scholarships, etc. from?

I know I have quite a few questions, and don't feel the need to answer any/all of them. Any insight would be greatly appreciated. Thanks in advance.

what is your major?

Philosophy Major, Poli Sci Minor

How were your high school scores? Some require those unless you have x amount of credits under your belt. That would have something to do with when you want to transfer.

I would say they were strong. Around a 90% average (here an A is 80% and above), top 10 percent in class rank. I was able to get into the University of Texas as an international but I didn't have the money to attend.

Can I ask what is wrong with UofA that is a very good school and Edmonton is not bad of a city. I almost went there but the winters kept me from going though lol.
