Transfer applicant unsure of what scores to submit

Hi all,

I'm planning on applying to Penn CAS for transfer admissions next year. I'm just wondering first:
if I should submit both of my SAT scores. The first time I scored 790 M/740 CR/710 W (essay 8). The second time I scored 770 M/ 760 CR/ 690 W (essay 8). With score choice, it makes sense, on the surface, to submit both scores, but I'm still not sure if I should submit both. My decrease in both math and writing make me skeptical. Any opinions?

Also, should I submit my ACT score? I received a 33: 35 writing, 34 math, 34 reading, 30 science. I received an 8 on my essay (31 combined English/writing score).

Any opinions or views are welcome. I appreciate everyone's responses. Thank you!
(note: also received 800 on math ii and us history SAT II's; don't know if this affects your opinions, but just thought I'd throw it in there)

Well this is actually an easy problem to solve!

UPenn does not use score choice and they ask for your entire testing history. So, either send all your SAT scores or all your ACT scores. Personally, I think your SAT scores look more impressive.

I know that Penn requires all freshman applicants to report all scores, but on their website under ‘transfer eligibility and requirements: required tests’ it says: “Applicants are required to submit the results of the College Board SAT Reasoning Test. Results of the American College Testing Program (ACT) are also acceptable.”

If transfer students are required to submit all scores, it is implicit to say the least.

Anyone have any clarification on the issue?
