Transfer chances and suggestions

I'm currently at Cal: I want to transfer to a different school for a better bioengineering program. Money is a concern.

Stats: UC Berkeley College of Letters and Sciences
GPA: 3.93
EC: 250 volunteer hours, some tutoring, 2 summers of work/intern at a pharmaceutical laboratory, Venture Scout, currently conducting research for both fall and spring semester
Courses taken: Gen Chem I, Ochem I + lab, Calc I, Calc II (I have finished the general chem. requirement because of Berkeley's chem series cover a broader range.)
Currently taking: Ochem II + lab, Bio II
Planning to take: Bio I + lab, Physiology, Physics I, Toxicology

I'm currently looking into UCSD and Johns Hopkins for Bioengineering. My plans after undergraduate is professional school. Any suggestions for other schools that may fit my interest? Chances would be nice too. :)

Thanks in advance.

Much as I dislike the school, and am seeking to transfer from it, Case Western might fit. Top 10 BME program, and supposedly good financial aid (can't speak to it, never qualified) and merit aid (not sure about transfers though). And since most of the school is from 5 regional states, they'll love somebody coming from California. Consider it as a safety option perhaps.
