Transfer chances in engineering?

Hello all, I'm currently a student enrolled at a private University ranked in the top 80 have decided to apply as a transfer. Here are my stats:

High School

GPA: 3.0/4.0 weighted
Class rank: 40%-50% don't know exact
SATs: Math - 800, Verbal - 780, Writing - 700
Ecs: worked full-time for two years, a good amount of community service with my church, tutored at elementary school for 2 years (major ones that I can remember on the spot)

College

Major: Electrical Engineering
GPA: 3.52
Ecs: Residential Advisor (and numerous programs that are required with that), College Republicans (bummmmmmmer...)

Looking at UMass Amherst (I'm in-state), Northeastern, CU-Boulder, University of Pittsburgh, WashU, and Carneige Mellon. Last two look like uber reaches, but if I'm applying as a sophomore right now then will my high school record be overlooked?

what courses are you taking now?

Well my school is on the quarter system so I am on winter break but this past quarter I completed Linear Algebra, Physics III, Circuits I, Programming I (in C), Mechanics I, and a lab for circuits.

Any other opinions?

I'm in kind of a similar situation, so you can look up my chances thread.....but I'm not really knowledgeable enough about the process to offer up any valid advice, sorry
