Transfer chances to GTECH and UIUC

I am a freshman civil engineer at Rutgers University New Brunswick, and am considering transferring to Georgia Tech or University Illinois Urbana Champaign after my sophomore year, and I would like to know what my chances are.

College Stats

1st Semester GPA: 4.0
2nd Semester GPA: Probably around a 3.8
So First Year GPA: 3.9
Honors College of Engineering
Scarlet Knight Scholarship
Engineers W/O Borders

High School Stats
SAT: 730 Math 640 Reading 690 Writing TOTAL: 2060/2400 or 1370/1600
GPA: 3.85 unweighted 5.35 weighted
Tennis, Soccer, NHS, Math Club, Math Tutoring, Italian Club, lots of AP's
Math II: 720 Math I: 690

Realistically what are my chances as a transfer as a rising junior to GTECH, UIUC, and possibly U Berkeley and if I have a chance any scholarship money possibilities?

Thanks!

Why are you wanting to transfer? You don’t like Rutgers?

Pretty good chances. I don’t see why you couldn’t attend those universities before Rutgers.

Well my parents basically said Rutgers was the only choice, but now seem to have broadened their view. Do i have a chance at GTECH though?

for UIUC, youre in.
I had a 4.0 first semester college but with a bad HS records, and I made it into EE at UIUC just fine.

I’m pretty sure GaTech is no problem as well, considering UIUC and GaTech are ranked very close for engineering.
