Hi, I will finish my AA degree at a community college by the end of spring, and hoping to start at UCF in Fall 2015. When should I start applying? Also, since I haven't complete my AA yet, I believe I have to write an essay, right? My current GPA is 3.75 and I'm trying to keep my grades at A's or B's. Is there any chance for me?

I’ve been accepted twice as a transfer (couldn’t go this year, just got readmitted for fall 2015).

I applied right when the application was open for the term I wanted. You do not have to write an essay. I know, I was super thrown off, but it was kind of a relief.
I was still finishing my AA and they wouldn’t “accept” me until I graduated and sent my final transcripts. I was deferred for a while. So it wasn’t until after I graduated community college that I got accepted.

I graduated cc with a 3.77 GPA. I did pretty well in high school and cc, plus I was in Phi Theta Kappa and our Honors Institute @ cc, so I was pretty confident I would get in…and I did! Good luck.
