Its always a bit harder to make friends as a junior when many people have already set up circles of friends, but if you're outgoing you'll meet plenty of people. You're hardly alone in tranferring; given that ucsb took 1300 xfer students this year and has an upper-division enrollment of about 10,000, around 25% of the upper-division students are tranfer students.</p>
<p>Its important when transferring to be active from the start and get involved; join clubs, talk to people in your classes, join study groups, take part in intramural sports, attend events, etc. One BIG advantage you'll have at ucsb is that its a residential campus. Students live on/near campus, so the people you'll meet will be your neighbors and a short walk or bike-ride away. Contrast this with many schools in urban areas, ucla for instance. They guarantee housing the 1st 2 years but the juniors who've been there from the start are going to be dispersing throughout the LA area rather than living right by campus.</p>
