So I recently transferred to a new university (division 1a school) this semester. I am a junior and most likely have about 2 or 3 more semesters left here. Now the thing is that I live on apartments that are on campus and everyone basically stays to themselves, no dorm like feel here.

Classes started about 2 weeks ago (currently third week of classes) and overall I have managed to get some numbers and such, texted a few people, but I haven't had a social circle growing yet. Like I am on the meal plan and have to search out people to sit with, on weekends I can't go out on because I don't have a fake ID (not 21 yet, sucks being a 20 year old junior, most of the scene downtown is bars), and I feel somewhat lost. Other than going to classes and studying and working out, I feel like I haven't fully adjusted yet.

Do I need to give it time? I have transferred from a commuter school to a huge division 1a school, can't rush a fraternity because I am an upperclassman.
