Transferring from OU to UT Austin as a Sophomore

Hello.
My top choice school for a majority of my junior and senior years in high school was the University of Texas at Austin. Everything about the school was (and still is) perfect to me. Unfortunately, I was not granted full admission (I was offered the CAP program however). I decided to decline my offer to the CAP program and attend my second choice school, the University of Oklahoma as a Biology Pre-Physical Therapy major. Though OU is a great school, their programs for Pre-Physical Therapy are not as strong as I would like them to be. My classes are not challenging whatsoever and I’m not sure whether that’s because my high school had such rigorous IB and AP programs or because of some alternate factor.
After ample research, I have decided that I would like to apply to transfer into The University of Texas at Austin’s College of Education as a health and exercise science major.
If I maintain a high GPA and get involved in several campus organizations (sorority, dance club, bio club, pre-pt club, union program board) do I have a shot? Also what are the average GPA’s of students who transfer into the College of Education at UT?
