Transferring to Rutgers Newark from Rutgers New Brunswick

I am a first year freshman at Rutgers New Brunswick, and I am dorming. However, I’m really not digging college life. I was only supposed to pay about 4k to go to the school, and Rutgers and the state took away a big chunk of my grants for some reason, and my mom & I had to take out 8k loans to cover the price. Since the campus is so big, it’s similar to commuting (It takes me an hour to get to some of my classes). My friends at the Rutgers near home are totally fine with the school, and everyone loves it (It takes them about 15 mins to get to class). I just don’t think it’s worth it for me to spend all of this money on a college that I just don’t like. When I told my mom, she even said she knew I was going to transfer from the start but wanted me to at least have a taste of the “college experience.” Therefore, I’ve decided that I wanted to transfer as early as possible. When I looked up the entrance requirement for a transfer student, it says that a student from a school outside of Rutgers must have at least 12 credits by the time of enrollment. However, a student coming from within Rutgers has to have at least 24 credits. I was wondering if anyone knows if I can apply as a student from an outside school so that I could enroll in the Spring 2016 semester. I’m not entirely sure if when they say the rules apply to a school within Rutgers school whether they mean within “Rutgers Newark” or just all of Rutgers (there are different school within each campus; e.g., School of Business, School of Engineering, etc.). I really don’t want to be stuck here for another semester. Anyone have any ideas? Thanks!

I’ve just read that they meant for all schools: Rutgers Newark, New Brunswick, and Camden. There’s no way I can apply with an outside student application?
