Transferring to University of Florida out of state

Ok long story short, I screwed up a lot at my university, its not in florida and its a state public school. 20 credit hours of 2.0. this semester is a 3.0 with 15 credit hours. I am a sophomore after this semester is over. If I maintain a 4.0 next semester, which I am determined to do and will because they are easy classes (I know i screwed up on the easy ones, but i didnt try at all), as well as a 4.0 over the summer with 10 credits, then I will have about a 3.2. If I retake classes that I got D's in then I will have a 3.4.
And I only need to retake one class for that.
Anyways I plan to transfer after my Junior year...I will be taking an extra year to graduate because I am an Engineer, so what should I do to improve my chances? I have completely changed my study habbits around. I am not a goof anymore and I have a study and academic first priority mentality now. I am willing to do anything to keep my academics in check now. I was just really un prepared from high school. I mean its really hard to adjust when you graduate with a class of 100 and all you had to do was finish a study guide which was replica of the test to get an A on the test in high school. Im not making excuses, I should have done better, but is there any chances of me having a chance to transfer to U of F? If there are what steps should I take?
