Am considering transferring to USC after completing a year of college. My HS GPA is 3.9, but my SATs(taken quite some time ago) aren't that great, with M:610, CR:600, and W:640. Wanted to know if I stand a chance transferring to USC after a year and how much weight would be given to my SAT's/HS GPA if all all.

Thanks!

That information is easily found on the USC transfer website:

if you have completed fewer than 30 units, we will focus primarily on your high school record and results from the SAT or ACT.

Right, except I will be attending a college outside the US, and the first year will grant me more than 30 credits. Anyone else?

If you have more than 30 credits you do no need to submit your SAT scores or high school transcripts (other than for of graduation). I applied to USC twice and had this same question my first year (got accepted the second time around).
