travel at end of Sea Year via home to KP

I know this has been discussed before but I could not find the thread. My son will be detaching from his ship on Oct 23. He will either be in Honolulu or San Francisco. How can I route him to NY via Atlanta without upsetting the travel folks at KP. Do they give a voucher with the amount and do I pay the overage.

He needs to keep a record of all of his travel records and itineraries, including fares (credit card statements work great for showing this). He will turn these all in when he returns to the Academy and then wait for reimbursement. The policy is that he is eligible for compensation to the amount of either a) the government rate of flying from the port he was released at back to KP, or b) how much he actually spent for traveling home first. He is entitled to get whatever is the least expensive cost to the government.

For example, if it costs $200 to fly from SF to NY, but $250 to fly to Atlanta and then later to NY, then he will only be reimbursed the $200. However, if flying SF to NY via Atlanta is only $150, then he will only get the $150. Basically, you can't use the system to make money off the government. I hope that makes sense.

Either way, you have to pay up front and wait until you get reimbursed later, which can take a very long time (I still haven't been and I came back in March).
