I know that tufts 'doesn't encourage' a third recommendation, but I happen to be very close with a teacher at my school who is also head of the student activites department. I have never had her as a teacher, but as a student officer I interact with her on basically a daily basis. I feel that she will show a different perspective of me than an academic teacher.

I just want to make sure that third recommendations aren't frowned on.

I don’t think it will hurt you, but she should probably write you a letter as an outside recommendation since she won’t be able to fill out the forms about you from an academic point of view.

My D sent a third recommendation from her dance teacher as part of an arts supplement. It was a veiw of her as an artist, choreographer and student of the arts which could not have been described by her academic teachers. If this teacher can say something different about you and your ability to contibute to the Tufts comunity it is probably worth including. I think the issue is don’t just send another recommendation from another academic teacher that basically says the same thing as the other two. That just gets annoying.
