Could I bring in my 89t and 83+ ?

If so, would one be allowed only as a backup calc, or could I just use them both at any time during math? thanks

Is the 89 even allowed on the sat. I know its not on the act

The 89 is allowed. You can't use the 92, which has a QWERTY keyboard.

I think the official statement is that you're allowed a second calculator as a back-up, but I can't imagine that a proctor would stop you from swapping. That said, why would you need to swap for the SAT I? Either should be more than you need, so just use the one you're most comfortable with. Save the other as a backup, or the odd case when you think it might actually help.
