Does this mean I will have to take out more than 30,000 in loans every year?- this is because I am out of state! I don’t mean to sound ignorant, just genuinely concerned.
Your other posts indicate that you are a California resident (with admission to UCSB, UCI, UCR, CPP, CSUFullerton), so why would you expect good financial aid from non-California public universities?
Yes, to go to UW you will need to come up with about $35k above what you’ve been given in grants (about $9000). They’ve offered you, student, about $9500 in loans and that your parents can take out the rest. Since you are receiving a Pell grant and SEOG, it’s unlikely your parents can afford to take $28k in loans each year.
This is not good news for you. Please consider other schools.

It’s unaffordable. Hopefully you have some other acceptances besides UCSC(?).
No, it doesn’t mean you have to take out $30k loans per year. You are limited to $5.5k in loans your first year. Your parent is the one who would take a Parent Plus loan in that offer.
Don’t even expect to get any FA from U dub.
My friend from Oregon even hired a lawyer to no avail. I didn’t say anything to him but I thought it was very, very foolish action

@beth’s mom are you talking about my friend? Yes, I too wondered the exact same thing. He talked about it as if it had made any sense.
My younger friend who’s also at UW asked me whether he could gain in state rate by changing his home address to his cousin’s who lives in Washington state, and I told him absolutely not and said that he had to work at least a full year in washington to achieve an instate status before going to school. He was uber disappointed. How foolish!
